A Statutory corner marked with an "+" has your name on it by virtue of being filed in accordance with the Corner filing record requirement. I do not believe this requirement was very well thought out and written by people that do not spend enough time in the field. (No offence intended)

Let us suppose that a statutory corner is marked with an "+", references set, properly filed and then through subsequent development loses some or all of it's references are destroyed. Now you show up on site to find not one but two or three "+" in the approximate location of the statutory corner. Further, one of the references is in and two of the found "+" match that single reference. Now the unmarked "+" is starting to look like not such a great idea. Now I'm wishing the previous surveyor who reestablished the statutory corner set something with his or her tag on it.
